When do you use “in” instead of “at”? Such as we say “in the beginning” and instead of “at the beginning”???

It's a question of range, for instance, time periods: year/month/day... /hour/minute/moment/instant/second

Just my experience or personal opinion:

  Use "in" for long time periods (or large space):  "in the 19th century" / "in 2015" / "in Africa" / "In France"

  Use "at" for short time periods (or limited space):  "at this moment" / "Look at me" / "aim in his direction but not right at him"

  "in" and "on" are used much more often to specify time than "at"  which is only used to emphasize limited range

It is also hard for me to discriminate them. I learned how to use them by memorizing some conventional phrases, such as "in the beginning" , "at the first sight", etc.
