Firstly, this article finishes a big job of homework of DEA technique in general; however, it does not propose enough novel information in the theoretical development of data envelopment analysis (DEA). Thus, there are not enough theoretical contribution exist in this manuscript. We suggest that author should explain the analytical mechanism in the DEA method in order to highlight the methodology contribution of the work. The empirical results cannot provide enough solid/valid bases to judge the pros and cons of the DEA method in the performance evaluation. Secondly, improper input-output setting is not valid to conduct a DEA model. The isotonicity analysis and the sensitivity analysis should also be conducted in order to improve the validity of DEA model. In this manuscript, author directly selects the five combinations of inputs and outputs variables and reveals that the screening mechanism of output/input variables is not enough robustness. Thus, the empirical results are not valid base on the incorrect variables assigned. And, the author needs to report the average within the evaluating years for each input/output item.  |
