投了一篇文章到IEEE GRSL，两个月后编辑的回信，请问是凉了吗？ 已有14人参与

编辑回信如下： I am sorry to inform you that your manuscript GRSL-01369-2017 has been carefully reviewed by the GRSL Editorial Review Board and has not been recommended for publication. Notice, though, that there is clear indication that a completely revised and enhanced version of your work might be publishable in our sister journal J-STARS. If you decide to follow this suggestion, you may inform the new Editor-in-Chief that there was a previous round of reviews in GRSL. She may then contact me, and I will provide details that will help speeding up the new review process. Below are summary comments from the Editorial Review Board for your information. Any attached files that may be referenced with these comments can be accessed in a copy of this decision letter located in your Author Center on ScholarOne Manuscripts. Thank you for submitting your manuscript to GRSL. 后面还有两个审稿人的评论，意见都比较明确，第二个审稿人建议大修重投，请问还有必要吗？因为看编辑的意思是拒绝了。 |
