【求助】 请教个国际会议

有个国际会议The 2nd International Conference on Multi-functional Materials and Structures, Qingdao, China (2009)，是中国海洋大学和香港理工大学主办的，09年10月9-12号在青岛主办，自己没投过国际会议的论文，向请教下大家这会议收录的文章都被ei收录吗？是全文收录吗？会议网站上有段关于录用论文的说明，到底什么意思，请大家说说 All submitted papers will be reviewed and papers accepted for presentation will be bound in a Proceedings of Advanced Materials Research which will be indexed by both CPCI-S and EI, among which the selected outstanding papers published will be still invited and recommended in extended form to the international regular SCI source magazine Surface Engineering or Materials and Manufacturing Process for prior publishing after MFMS 2009.
