The manuscript needs to be carefully revised by a native English speaker with good technical knowledge of the field, or by a specialized firm. Although overall readable, many small mistakes render a text which is imprecise or hard to read. Grammar, choices of words, sentence structure, spelling, use of articles and punctuation must be carefully reviewed and corrected throughout the document.

Important notice: it is mandatory to include the details of the person or firm who performed the review, e.g. by including the certificate.

Also, a careful check and adjustment to the Journal format is mandatory. Punctuation, especially after displayed equations, must be verified. References must conform to the Journal style; cf. https://www.ieee.org/documents/style_manual.pdf
