When you used the NMR (did you do it yourself?) you have to setup the instrument with "acquisition" parameters. These are the values the reviewer is asking you (is the same with any big instrument, like XPS, AFM, TEM, SEM, etc). You need to know which parameters and in which conditions you run the experiment with the NMR

Well, I do not know what's your experiment, and in a forum I cannot help you with a review of your experiment, but in my opinion, the reviewer is asking you about the relaxation times of your samples (T1 and T2) BEFORE running the 19F experiments. Respect to the pulse sequences, I suppose you made a series of pulses during the measurement (frequency pulses), so you should tell the reviewer which pulses you used.
