ieee tsp 投稿已经同行审,又被打回来immediate reject,能否申请再投? 已有2人参与

2016.12.22提交,2017.1.3 scheduled for peer review,然后今天收到immediate reject. I am writing to you in regards to manuscript # T-SP-XXXX-XXXX entitled "XXXXXXXX", which you submitted to the IEEE Transactions on Signal Processing. The submitted manuscript was reviewed by our editorial board to determine whether it meets the standards of this journal in terms of scope, presentation and technical depth. Please note that only the submissions which pass the preliminary review are scheduled for a full peer review. Regretfully, the review concluded that the paper is not suitable for publication in IEEE TSP due to its limited novelty. Both the S. AE as well as the AE expressed concerns and the paper was sent for a tier-1 process, for a second opinion. Below, you will find a summary of the prescreening review. Please note that according to IEEE Signal Processing Society policy "Handling of Rejected Papers" (https://signalprocessingsociety. ... -procedures-manual), the Society strongly discourages resubmission of rejected manuscripts more than once. Authors should carefully review the aforementioned policy before resubmitting their manuscript. This manuscript lacks technical novelty for such a traditional estimation problem. Using FFT to obtain the coarse frequency estimation has been used widely in many applications, i.e., OFDM communication systems. Afterwards, phase and frequency are estimated consequently. The authors claim that the main contribution is XXXXXXXXXXXXX. The so-called adaptive filter is only an average over N samples. I find LITTLE technical contribution in this manuscript. In addition, the manuscript is poorly presented with numerous grammatical errors and typos. For example, in line 4 of the abstract, “X” should be “X”. The last sentence of the second paragraph is grammatically incorrect. 首先,他说我使用FFT做粗略估计已广泛应用,我不否认这一点,但很多方法都是在这个基础上做的,我也是在做FFT粗略估计后再去进一步做算法处理,我觉得没什么不妥的,也不是我写的算法的核心。第二点,我只是把我的做法称作adaptive filter,但也不是算法核心,是一种预处理的方法。最后,要说的是,我的算法得到的结果跟目前最好的算法作比较,在复杂度和性能都不相上下,能否申请修改语法后重新投一下!写了这么长时间也不易啊! ![]() ![]() |
