收到会议赞助的travel fund 200刀，但免税申请税表W－8Ben怎么填？

参加会议很幸运申请到会议方赞助200刀，但同时在提供汇款方式外需要填写W－8Ben表来为这个travel fund减税／免税，有几条我搞不太清楚怎么填写，主要是我是在英国读书，暂时算是英国resident吧，有居留卡，但是有些涉及税收协定国家的问题，我不知道是指英国还是中国。 1. Permanent address，这条instruction上说，您的永久居住地址是指您作为居住国所得税意义上的居民而居住在该国的地址。如果您在任何国家均没有税 务居民身份，您的永久居住地址就是您通常居住的地址。 2. 需要提供SSN或TIN吗？ 3. I certify that the beneficial owner is a resident of （ ）within the meaning of the income tax treaty between the United States and that country. 这个括号要求填写税收协定国家，是填英国还是中国啊？ 4. Special rates and conditions (if applicable—see instructions): The beneficial owner is claiming the provisions of Article ( ) of the treaty identified on line 9 above to claim a ( ) % rate of withholding on (specify type of income)  ).
