[交流] IEICE在The 1st Review Reports have been completed状态一个多星期没变已有1人参与

我的文章催了两次，每次都是一催状态就变，之后就是这样的回复。
Dear Dr. XXX,
We regret to inform you that your above-referenced manuscript has been
rejected for publication in the IEICE Electronics Express.
Please find below attached comments to your manuscript.

Thank you for considering the IEICE Electronics Express to present the
results of your research. We are looking forward to receiving your
other manuscripts in the future.

The ELEX editorial committee has decided that the paper is suitable
for publication.
However we ask you for minor revision by taking into account reviewer\'s comments.
接下来就是审稿人的意见，被拒之后，重新投稿，等了一个多月还是 Reviewers are being selected，我就
又问了编辑，他说没找着审稿人，我就直接告诉他我这个是小修的文章，编辑没回信，但是第二天就改了状态，
又等了一个多月，状态变成了The 1st Review Reports have been completed，现在这个状态已经一个多星期了但是一直没变，
纠结于要不要再催一次编辑。感觉这个编辑是一催就动，不催的话可能要等很久。。
