IEEE TCSVT REJECT 可以重投吗

reject了，但是AE 说可以resubmit. 但 Editor in Chief的据信里没有提。现在的拒信格式似乎和今年年初还是去年的不一样了，原来明确说reject可以resubmit. 大家看看，这种情况可以重投吗？ I am writing to you concerning the above referenced manuscript, which you submitted to the IEEE Transactions on Circuits and Systems for Video Technology.
