现代城市管理标准化建设研究——以北京市为例 摘要：构建科学系统的城市管理标准化体系，实现城市的标准化管理，是实现国家治理和社会治理标准化发展的前提和基础。本文试图从现代标准化管理的基本原理与方法入手，结合北京市城市管理标准化建设的实践经验，为我国现代城市管理标准化建设提出一些发展设想。研究表明：其一，北京市在城市管理标准的制定与标准化的推行过程中，其国家标准与本地特色兼顾、标准规范性与内容全面性兼顾、分类合理性与过程动态性兼顾等鲜明特点，能够为我国城市管理标准化建设提供实践经验和启示；其二，在现阶段加快形成我国统一的城市管理标准化体系，不仅是城市实现规范化、标准化、精细化管理的总体要求，也是与国际发展接轨，提升国际竞争力的必然要求。本文以中国的“渐进式”改革为依据，尝试性地提出了我国城市管理标准化建设的“渐进式”发展模式。 关键词：城市管理；标准化；标准化管理 |

In this paper, we made attempt to provide some development assumptions for the construction of China's modern city standardization management system based on basic theories and methods of modern standardization mangement through combining the practical experiences in constructing standardization management of Beijing.The research reached two results. First, in the processes of establishing and implementing the standardized management systeme of Beijing, it can find the integration of national standard and local characteristics, the combination of stardardized criteria and comprehensive contents, and the compatibility between reasonable classification and dynamic processes, which can provide practical experiences and enlightenments for the construction of stardardization city management of the all country; Second, to accelerate the formation of China unified city management stardardization system at current stage is not only the general requirements for realizing stardarization, normalization, and refined city management, but also the inevitable requirement for geting in line with international development and increasing international competitiveness. This paper, based on China gradually-advanced reform, tentatively proposed the gradually-advanced development mode for the construction of China standardized city management. 关键词：城市管理；标准化；标准化管理 Keywords: City Management; Standardization; Standardized Management |
