大家帮我看看期刊初审给我的要求是什么意思啊？

The preliminary review has been completed on your paper listed above and I regret to inform you that in the opinion(s) of the reviewer(s), your paper in its present form is judged unsuitable for publication in the "Steel and Composite Structures, An International Journal". As it takes substantial time and effort of reviewers to complete the review and also to improve the possibility of acceptance of the paper, we send out for a round of review only those papers which pass the preliminary review. In the preliminary review, we check mostly the format of paper (NOT the contents at this stage), adequacy of references, etc. The items specially checked are: The list of references does NOT have sufficient number of up-to-date journal articles to reflect the current state-of-technology and/or References are mostly too old(decades old). The list needs at least 5 established journal papers in the latest 7 years, including the papers from the journal to which the paper is submitted.
