这是我的Ieee trans on electron devices 的审稿意见，编辑给的意见是 “resubmit as a Brief.”  他好像嫌我的文章太长，不知道这是不是拒稿。大家帮忙看一下。

Dear Mr. xx:

Your manuscript xxx has been given extensive consideration by our reviewers.  It has been decided that the paper would be more appropriate if shortened, as needed, and considered as a Brief. Therefore, we would like to encourage you to consider preparing a new version of your manuscript and RE-SUBMIT AS A BRIEF. The revised version would be treated as a new manuscript, and would go through the peer re-review process. In most cases, the same reviewers would be consulted. Enclosed are the reviewers’ comments.

Please keep in mind, reviews are confidential communications provided to the author(s) for the sole reason of giving feedback regarding technical and other publishing aspects of the manuscript.  Hence, sharing these reviews is an inappropriate use of information.

PLEASE FOLLOW THE INSTRUCTIONS BELOW ON HOW TO RE-SUBMIT YOUR MANUSCRIPT.  DO NOT SUBMIT AS A NEW MANUSCRIPT.

1. Log onto https://mc.manuscriptcentral.com/ted and enter your Author Center.

2. Click on "Manuscripts with Decisions."

3. Scroll down to your manuscript title.  Under "Actions" click on "Create a Resubmission."
NOTE: You will not be able to make your revisions on the originally submitted version of the manuscript.  Please revise your manuscript using a word processing program.

4. Upload the following files in PDF or WORD format:

(a) A clean copy of your revised manuscript (as a main document)

(b) A marked copy of your revised manuscript (as supplemental material)
You must indicate where the changes have been made to the manuscript by highlighting, underlining or using bold text.

(c)  A detailed point-by-point response to the previous reviewers' comments (as supplemental material).  It is important that on each point you show clearly what changes have been made to the manuscript as a response.

Once you have uploaded the revised version you will receive a new manuscript number.
IMPORTANT: Your original files are available to you when you upload your revised manuscript. Please delete any redundant files before completing the submission.
