| Abstract: Crop straw utilization in developed countries has already obtained decades of experience and research achievements. The policies and regulations on straw management in China are insufficient. Based on a large amount of literature research and analysis, the paper reviewed the policies and regulations of crop straw utilization in foreign countries and concluded its successful experiences, which will provide good references and enlightens for China to improve its crop straw management and utilization level. The results showed that, crop straw in developed countries was given priority to recycle as fertilizer in field, and many countries made target policies and regulations in order to make good use of crop straw resources. Straw utilization policies in foreign countries mainly focused on target strategy, government investment and financial support, tax incentives and concessional loans, as well as incentive mechanism for crop straw utilization. There are mainly two types of regulations on straw utilization in foreign countries which are agriculture-type regulation and energy-type regulation. Based on foreign experiences, suggestions of policies and regulations on how to improve straw utilization in China are put forward: (1) to clarify targets and dominant modes of straw utilization, (2) to bring government's function into full play to improve investment supporting in order to provide various financial support, (3) to make and implement tax, credit and loan preferences polices by easing bureaucratic constraints, (4) to establish policy incentive mechanism by improving the incentives for investing, (5) to formulate and promulgate laws and regulations of straw utilization and set up relatively complete law system. |
