[交流] JMPT因为参考文献格式被拒，改完能否重新投？

第一次投英文期刊<Journal of Materials Processing Technology>，有些地方不是很明白，最后感觉应该是因为正文中参考文献引用格式问题被直接拒了，没有送审，请问可以按期刊要求的参考文献引用格式改完后重新投吗？
给出的意见如下：
Thank you for your recent submission to the Journal of Materials Processing Technology.  After my preliminary review of your paper, I have concluded that,
"文章名" has to be rejected without being put forward into the review process, since your paper does not fulfil one of the essential requirements of  our journal (please refer to the Editorial Policy, https://www.elsevier.com/wps/fin ... ption#description).

从意见中看出感觉应该就是参考文献的原因被拒绝了吧？这种情况下能否重新改完重新投呢？还是该怎么办？
这个问题在第一次技术检查的时候期刊没有提，我们在看期刊最近刊出的论文中发现有这样标注的，把疑问也在技术检查回复中说明了：
There is still a question about references that we are not sure. Like said in guide for authors, each one of references cited in lists must be discussed individually and explicitly to demonstrate their significance to the study. However, we have read some recent articles which cited references in lists when they introducing some research background. Like the screenshot showed below.
(The deconvolution procedure revealed that both samplespresent the same amount of amorphous phase, however theamount of mesomorphic phase (which is known to develop at highcooling rates (Coccorullo et al., 2003; De Santis et al., 2006, 2007)is much higher for the sample molded with the lowest surfacetemperature, as reported in Table 2.)
Because the process in our paper is newly proposed, we use some references to describe the background. If it is not allowed, please let me known when giving the reviewer comments next time and we will correct the problems together.
