[交流] 有点不懂了，这还要外审么？

一篇已经被拒了无数次的文章，最近13号投到一个非来源杂志，影响因子跟之前投的也差不了多少，最新的因子还见长。编辑很负责，会及时告诉我到哪一步，今天收到这封邮件：我有点蒙了，还要外审么？
