拒稿意见是: Neurocomputing receives an extremely large number of papers on various areas in neural networks and learning systems; as a result, the threshold for acceptance is high and we have to prescreen all submissions to determine it's fitting to Neurocomputing. The associate editor handling the review suggests submitting it to a more specialized journal.
