中国云南阳宗海湖泊水体减污除砷及水质恢复科技项目招标公告 一、招标背景 阳宗海湖泊水体砷污染事件发生后,中共云南省委、省政府高度重视,为应用现代科学技术有效治理污染及恢复水质,由云南省科学技术厅作为招标人,委托云南省科学技术发展研究院对“中国云南阳宗海湖泊水体减污除砷及水质恢复”科技项目面向国内外公开招标,欢迎具有科技实力的潜在投标人(以下简称申请人)参与投标报名并提出资格预审申请。 二、招标项目概况 阳宗海是云南省九大高原湖泊之一,地处昆明市、玉溪市交界地。当湖面水位为1770米时,面积为31平方公里,平均水深20米,汇水区面积192平方公里,总蓄水量6.04亿立方米,多年平均产生水量为0.277亿立方米。2008年以来,阳宗海湖泊水体受到砷污染,砷浓度升高,目前湖泊水体砷浓度均值为0.128毫克/升。 三、招标项目主要目标 确定通过地下水进入湖泊水体的砷污染负荷量,应用科学、成熟、安全有效、合理可行的阻断、削减、吸附、分离等技术、措施及工程建设,使通过地下水进入湖泊水体的砷污染浓度均值≤0.1毫克/升,在三年内将阳宗海水体砷浓度均值降低到≤0.05毫克/升。 四、申请人资格要求 申请人必须具有独立法人资格,可独立申请,也可组成联合体进行申请,联合体不超过3家。申请人须具有较高的信誉、能力及一定的经济实力,有实施类似砷污染水体治理及水质恢复的成熟技术和工程经验。无论是独立申请人或是联合体中的申请人,均不得进行重复申请。 五、申请人资格预审文件的递交 (一)申请人资格预审文件主要包括: 1、申请人单位概况及资质证明; 2、申请人在砷污染水体治理及水质恢复方面的案例业绩及相关证明; 3、初步拟定的项目实施及经费估算方案; 4、申请人联系方式。 (二)申请人资格预审文件要求使用中文,或使用中-英文对照,装订成册,一式20份。 (三)递交申请人资格预审文件截止时间为2008年11月28日(星期五)下午17时30分(北京时间)。地点为云南省科学技术发展研究院(中国云南省昆明市北京路542号省科技大楼19楼)。 (四)逾期递交或未递交到指定地点的申请人资格预审文件,招标人不予受理。 六、现场考察及交流 招标人对申请人递交的资格预审文件进行综合评审,通过资格预审的申请人由招标人统一安排到阳宗海进行现场考察及交流。现场考察及交流安排事宜、招标文件的发放事宜等将另行通知。 七、发布招标公告媒体 本招标公告在人民日报、人民日报海外版、中国国际招标网(http://www.chinabidding.com/)、科技日报、新华网(http://www.xinhuanet.com/)、云南日报、云南省电子政务门户网站(http://www.yn.gov.cn/)、云南省科学技术厅网站(http://www.ynstc.gov.cn/)上发布。 八、联系方式 (一)招标人: 云南省科学技术厅 联系人:张树南 普丽娜 电话:+86-871-3138982 传真:+86-871-3136003 E-mail: pln@ynst.net.cn 地址:中国云南省昆明市北京路542号省科技大楼6楼 邮编:650051 (二)委托招标单位: 云南省科学技术发展研究院 联系人:朱俊琳 王国荣 电话:+86-871-3200076、3174375 传真:+86-871-3169006 E-mail: gr.wang2008@163.com 地址:中国云南省昆明市北京路542号省科技大楼19楼 邮编:650051 云南省科学技术厅 2008年10月10日 CALL FOR EXPRESSION OF INTEREST Yangzong Lake Pollution Abatement, Arsenic Removal and Water Quality Restoration in Yunnan, China 1. Background Yunnan Provincial Committee of the Communist Party of China and the People’s Government of Yunnan Province have accorded great attention to improving the water quality of the Yangzong Lake after the incident of arsenic pollution. The Yunnan Provincial Government through the Yunnan Provincial Science and Technology Department, has entrusted the Yunnan Academy of Science and Technology Development, as the Tendering Agent, to manage the public tendering process for the “Yangzong Lake Pollution Abatement, Arsenic Removal and Water Quality Restoration Project” (thereafter the Project) as part of the effort to apply modern sciences and technologies to effectively control water pollution and restore the water quality of the Yangzong Lake. This Call for Expression of Interest (EOI) is open to domestic and international bidders. Interested bidders are invited to submit an EOI for prequalification. 2. Description of Yangzong Lake Yangzong Lake is located at the boundary of Kunming City and Yuxi City. It is one of the nine plateau lakes in Yunnan. At the 1,770-m water level, the lake covers an area of 31 km2, with the average water depth at 20 m and the water storage volume at 604 million m3. The lake has a catchment area of 192 km2. Since 2008, the lake has been found to be polluted by arsenic. The current average arsenic concentration in the lake water is 0.128 mg/l. 3. Key Objective of the Project The Project is expected to lower the average concentration of arsenic in the lake to ≤ 0.05 mg/l within a period of three year, by determining the arsenic loading from groundwater into the lake, and by controlling the average concentration of arsenic in the groundwater flowing to the lake to ≤ 0.1 mg/l through mature, safe, effective and feasible technological and engineering measures such as blockade, abatement, absorption and separation. 4. Prequalification Requirements The applicant must be an independent legal entity, or an association of multiple independent legal entities. The maximum number of members in an association is limited to three. The applicant must possess good reputation, financial strength and have mature technologies and engineering experiences for arsenic pollution control and water quality restoration in similar setting. Multiple applications from a single entity or participation of one entity in more than one association will not be allowed. 5. Prequalification Documents 5.1 The EOI must include the following prequalification documents: 1) Basic information about the applicant, and credentials; 2) Project experiences of the applicant in arsenic pollution control and water quality restoration, and supporting evidences; 3) Proposed preliminary implementation strategy and cost estimates; and, 4) Contact details of the applicant. 5.2 The EOI must be submitted in the Chinese language, or Chinese and English, in 20 copies. 5.3 The application must be received no later than 17:30 hours on Friday, 28 November 2008 (Beijing time) by the Yunnan Academy of Science and Technology Development, 19th Floor, Yunnan S&T Building, 542 Beijing Road, Kunming City, Yunnan Province, P.R. China. 5.4 Any application not complying with the above deadline or not being received at the above address will be not accepted. 6. Field Visit and Briefing After the pre-qualification documents being evaluated and ratified, the successful pre-qualified applicants will be invited by the Client for a field visit and briefing to the Yangzong Lake. Information on the field visit and briefing and on the release of the Request for Proposal (RFP) will be conveyed to the pre-qualified applicants at a later date. 7.
