[求助] 急！！！投稿图片版权问题。

投稿SR，文章中引用了几幅很多新闻稿中都出现过的图（就是CE-3巡视器拍的着陆器的图以及降落相机拍的图），网上很容易搜到的。像这种图的引用还需要版权吗？
刚开始，编辑索要版权说明。编辑给的意见：
-- For the Lunar Rover photograph in Figure 1 please provide written permission, in English, from the copyright holder of the image to publish it under an Open Access license, and ensure that they are acknowledged in your figure legend. Please ensure the permission document adheres to the following requirements:
- Permission must be written in English on official institution paper
- Must explicitly state permission is granted to us (Nature Publishing Group, a division of Macmillan Publishers Ltd), to publish the image under an Open Access license.
- Permission must be granted to publish the image in all formats i.e. print and digital.
- Signed by the copyright holder
Please either upload the permission document with your submission or send it in to our inbox at ******@nature.com.
Alternatively, if this image does not require permission, please provide more information on where it came from and the license it is released under.

之后，我回邮件说明，共同作者之一是图片的提供者，他表明这些图片“does not require permission”
但是一周后，又收到邮件：
Many thanks for your email and for confirming *** is the copyright holder of the photograph in figures 1 & 4. However, please note that Scientific Reports is a commercial entity and as such, we would be publishing these figures commercially. Therefore, please can you confirm that figures 1 & 4 can be published in an Open Access journal under a commercial Creative Commons license? Alternatively, please contact the operator (China National Space Administration) for this permission.

我对“commercial Creative Commons license” 这方面完全小白。而且也真不清楚图片的版权到底应该找谁要。老外的邮件让我们找China National Space Administration(中国国家航天局，也不知道他们是怎么知道的，估计是猜的），但实际版权应该是有效载荷分系统的研制单位中国科学院空间中心或者探月科学数据的归口单位国家天文台，又或者说是在中国空间技术研究院总体部？但都没有熟人，不知道怎么要授权。
另一方面，由于我们平时主要搞工程，发英文文章少，也说没遇见过这种情况，如果真的需要版权许可，有没有模板？我再想办法找人盖章。好苦恼。。。。
跪求大家支招，应该怎么处理？
