[交流] 文章投稿，28天后被拒，给了不少意见，可以修改后重新投该期刊吗？

一篇文章投了RSC advances ，投稿28天，被拒！！！
两个审稿人：1个小修，1个拒稿（提了不少意见），编辑最终给的是--拒稿。
回复如下：

After careful evaluation of the manuscript and reviewers’ comments, I regret to inform you that I do not find your manuscript suitable for publication and therefore it has been rejected from RSC Advances.
I am sorry not to have better news for you, however, thank you for giving us the opportunity to consider your manuscript. I wish you every success publishing this manuscript elsewhere.###

The topic of the paper is a little bit specialized, and is more engineering than chemistry.。。。。。。。. Considering these factors, I recommend its acceptance after proper revisions. （后面提了较少一些建议，很有修改意义）

The authors describe the 。。。。。。. The authors found that 。。。。. This is an important area of research and therefore worth investigating. However, I believe such a study is of too narrow of scope to be published in RSC Advances.
Furthermore, in light of the technical deficiencies described below I must recommend that this submission be rejected for publication.（后面提出了很多的意见，有的问题也确实难回答。）

接下来，我肯定好好修改的，但是审稿人给出的意见，除了一些很有意义的意见外，
很多问题，完全就是没有必要的，因为在很多已经发表的文章都是简单带过的或不提的。
而且，如果把所有这些问题，都在文章解决的话，文章篇幅至少要翻一番，这种情况怎么办？？

另外就是：我想问一下各位，修改后可以重投吗？？编辑有让我修改后，重投RSC的意思吗？？
重点是：如果可以，中的几率大吗？？
