应该是拒稿了，说明你的文章不适合他们的期刊，让你改投，然后最后面的一段话应该是针对所有人的一个公告，可以不用考虑这个期刊了

我一周前根据我自己的理解，第一时间在新的系统上传稿件了

一直到昨天，一周过去了，稿件状态一直处于with editor 状态没有更新，我才怀疑自己是不是理解有误，寻求大家的帮助

今天早晨又收到新系统主编的邮件：
Dear xxx,

Your manuscript: xxxx (xxxxxxx) was sent to the Reviewers.

You will be informed by email about any further decisions on this article.
