The delay in publication is due to the act of Mrs Deeksha Bist, Printer and Publisher of IJMS. Mr Sanjay Burde is an employ working in IT section who is a beneficiary from Deeksha Bist. As per the rules and regulations of Government of India , Printer and Publisher is responsible for publication . Mrs Bist is responsible for publication of IJMS in web and hard copy. The responsibility will lie on Mrs Bist. Mr Sanajy Bude in his Mail had expressed a half truth. The Director General , CSIR in the meeting held on 21.05.2015 had directed to publish all the copies of IJMS in web. Mrs Bist did not attend the meeting. Then Acting Director Dr Sunita Garg along with Mr Sanjay Burde , Mrs Supriya Gupta , Technical Officer and many others had attend the meeting. According to above direction Mr Sanjay Burde had published May 2014 issue of IJMS and he along with Mr CB Singh had collected the edited papers in the pendrive and he was fully agreeing for the same. Thereafter Mrs Deeksha Bist joined for duty in the month of June 2015. Mrs Bist issued so many OMs related to publication of IJMS, I had complied all the OMs and I had mentioned the same to DG, CSIR and I had mentioned the same in the received copies of the OM. Mrs Bist is hiding all these facts and had directed Mr Sanay Burde to publicize lies and half truth.
Corruption of Mrs Bist and illegality in the appointment of Mrs Bist as Acting Director
As a citizen and a committed employee of Govt of India I had informed the Government and CSIR on 24.6.2014 that " Mrs did not have the essential qualification to hold the post of Acting Director . The essential qualification for the post is M.Tech / doctoral degree. Mrs Bist did not have above qualification. Mrs Deeksha Bist had received an amount of Rs 50,000/- per month other than her salary after she became Acting Director,CSIR-NISCAIR. She is not eligible to receive the amount. It is also a fact that Mrs Bist was misusing Government vehicle for travelling to her residence. She is not eligible for this. I had informed the DG, CSIR and Chief Vigilance Officer the above fact on 24th June 2014. Mrs Bist stopped the publication of IJMS on dubious ground from 26th June 2014 onwards. Mrs Bist had illegally withdrawn the printed copies of IJMS from Press immediately thereafter. The Government had granted assurance to Parliament on 26.2.2015 that IJMS hard copy will be published soon. Mrs Bist did not implement the above direction. Mrs Bist is powerful enough not to implement the assurance given by Hon'ble Minister of S&T, Govt of India, in Parliament ?
I sincerely believe that the Competent Authority of CSIR and Government of India will take action against Mrs Deeksha Bist for not publishing articles that consists primary findings of many hard working scientists from many countries. I believe that corrupt had many ways but time will teach them a lesson.
