[交流] 编辑给这样的回复，有多大希望能被接受？

第一次投稿，前两天收到编辑的回复，如下：
   Thank you for submitting your above-mentioned paper to the European Journal of Organic Chemistry. The evaluation procedure of your contribution is now finished.
   I regret to have to inform you that, in view of the comments of the referees, we cannot accept your manuscript for publication in this form.
We invite you to send us a version revised according to the comments of the referees. If you agree, please explain in the accompanying letter which changes you have made (and, more importantly, which not, giving reasons why not) and highlight the corresponding paragraphs in the manuscript (electronically by a yellow background). The revised manuscript should be resubmitted as a new submission. Please include under "Additional Information" the Manuscript ID as well as a point-by-point response to the reviewer comments. The manuscript will be sent back to the same referees provided that they are available. If necessary, an impartial new referee may be asked for advice.

   另外，只返回了两个审稿人的意见，Reviewer 2 没任何意见同意接受，Reviewer 3 回复如下:  In my eyes the first part of the paper is not spectacular due to the literature precedence. The second part where substitution is conducted under oxidative conditions to directly provide **** is more interesting and valuable. Therefore, I feel that this chemistry deserves to be published in EJOC. However, prior to publication a mechanistic experiment has to be conducted in order to support the mechanism.  后面是一些具体的意见。
   为什么返回意见里只有Reviewer 2 和3 ，没有Reviewer1呢？？
第一次投稿，这样的回复能有多大希望接受？先谢过了。

是的，审稿人的意见是让编辑参考的，最后的决定权在编辑手上，因此审稿人建议接受，而编辑决定拒稿的情况不是没有，甚至审稿人建议拒稿，但编辑决定接受也是有可能的。
一般来说系统上会有最终的结果还有编辑邮件。楼主提供的邮件内容中有提到“resubmitted as a new submission”，如果要以新投稿重新递交的话，那么表示本次的投稿流程已经结束（拒稿）。
