with V as microalloying element, it is better than Ti because this steel should meet the impact testing and if V will be substituted by Ti, problems maybe arises, firstly Ti will be combined with N during solidification process,TiN particle size is so big and it is detrimental to absorbed impact energy. and the remaining Ti wil form titanium nitride druing coiling . TiC has as good precipitation hardening as VN. secondly high content of Ti is not good for casting and easily be oxided during steelmaking process.
from my experience, in order to meet the strength, Ti should be about 0.08%, but you should prescribe the Mn and C content.
