[求助] 审稿意见求助

最近投往Journal of Engineering Mechanics的一篇文章被拒稿了，但不知道编辑给的这个审稿意见是直接就不给机会的拒了，还是允许改后重投的意思。我英文不好，也没有SCI的经验，请有经验的虫友帮忙看看，谢谢了！

Based on the two reviews, the paper is declined. At best it requires major revisions. If the author would like to have the paper considered for publication in Journal of Engineering Mechanics, a new submission of a major revised paper that addresses all reviewers' concerns is required.
后面就是两个专家的意见了，一个认为 does not recommend this paper，一个认为Revise as a technical paper。

这句话Based on the two reviews, the paper is declined. At best it requires major revisions. If the author would like to have the paper considered for publication in Journal of Engineering Mechanics, a new submission of a major revised paper that addresses all reviewers' concerns is required.
大修，解决审稿人的意见，可以重投。
如果这个杂志影响力可以，值得耗时间重投的话，可以试试。
如果觉得没必要的话，就按照审稿人的意见选择性修改后，改投其他的SCI杂志。
