After a theory has been publicized, scientists design experiments to test the theory. If observations confirm the scientists' predictions, the theory is supported. If observations do not confirm the predictions, the scientists must search further. There may be a fault in the experiment, or the theory may have to be revised or rejected. Science involves imagination and creative thinking as well as collecting information and performing experiments. Facts by themselves are not science. As the mathematician Jules Henri Poincare said,” Science is built with facts just as a house is built with bricks, but a collection of facts cannot be called science any more than a pile of bricks can be called a house." Most scientists start an investigation by finding out what other scientists have learned about a particular problem. After known facts have been gathered, the scientist comes to the part of the investigation that requires considerable imagination. Possible solutions to the problem are formulated. These possible solutions are called hypotheses. In a way, any hypothesis is a leap into the unknown. It extends the scientist's thinking beyond the known facts. The scientist plans experiments, performs calculations, and makes observations to test hypotheses. Without hypothesis, further investigation lacks purpose and direction. When hypotheses are confirmed, they are incorporated into theories.

举个例子来说，测绘河流。测量的再多（连俺们村里那条臭水沟也测到），测量的再精确（哪怕你精确到纳米），设备再怎么先进（哪怕你用上激光测距，用上卫星）也不能算是科学问题。因为这些只是事实，而不是科学理论问题。这可以作为国家的一项基础工程，甚至可能非常重要，但是如果没有理论创新，那就很难或者说不能算是科学问题。就像我们每过几年就要进行的人口普查。其结果可以指导国家某些大政方针的制定，但是它不是自然科学基金支持的范围。而如果研究了河流的分布与地质地貌的关系或者流域内的经济、社会发展问题（即使不怎么精确，只研究长度超过200公里以上的河流），应该也能在理论上给后人以指导，丰富了科学理论，哪怕今后证明是错的，或者是不准确的，也不要紧。历史上的日心说和光的波粒二向性发展也经过了错误到正确的过程。
