IEEE Transactions on Magnetics二审超过了四个月，请问究竟是什么原因？

今年4月2日投稿IEEE Transactions on Magnetics，7月1日收到一审意见，基本属于小修，7月14日上传修改稿，到现在一直处于二审under review状态。 昨天查了十几篇该期刊今年11月份最近的一期见刊的文章（都是老外的文章），统计了一下它们的投稿周期，发现一审基本上都是三个月，二审基本上都是一个月，平均每篇从投稿到录用的时间是4.3个月。 我这二审明显不对劲啊，请大家帮忙分析一下吧，难道是对来自中国大陆的文章有歧视？ |

收到回信如下： Dear Mr. **: The revision is still with the editor, who so far has received a report from 1 reviewer; he is waiting to hear from another person he has invited. (I am not the editor; I administer the ScholarOne Manuscripts Web site.)
