两个建议发表，一个拒稿，能接受吗？

投了一篇JGR-A，总共三个审稿人，两个建议修改后发表，一个拒稿，主编意见为修改后重投，想咨询一下各位虫友这样的结果修改后重投后接受的希望大不？ 谢谢各位 主编的意见如下： Dear Dr. XXX: Thank you for submitting your manuscript to Journal of Geophysical Research - Atmospheres. I have now received 3 reviews of your manuscript plus an evaluation from an Associate Editor. They are attached for your information. The reviewers and Associate Editor provided very detailed and constructive comments on your manuscript. Based their comments, I have decided to decline your manuscript for publication in Journal of Geophysical Research - Atmospheres at this time. While the manuscript is not acceptable now, with additional work, as outlined in the comments, I believe that you will be able to turn this into a more suitable paper. I am rejecting it now so as not to put a time constraint on your revision and allow you ample time to complete the additional work. Once the revisions are complete, I would like to encourage you to resubmit the paper. If you resubmit this paper, please note that you will need to send a point-by-point response to all reviewer remarks as well as a "tracked-changes" (changes highlighted or otherwise noted) version of your manuscript.
