We have the same thinking equipping restrooms in our country, we have the money for this. But from day one you can prove this will not work as people will steal everything handy.

I bet you heard that before, last year a cargo truck roll down on a highway after loaded from the shoemaker factory. Thousand pair of shoes scattered all over, people from elsewhere just come and grab, and it is funny that they got unpaired shoes and cannot use...aweful

perfect comparision! but a problem is not alone,it twisted with others.  of course, the goverment hv the duty.   but what about society? public?

I think, things often happen this way, let's take the toilet paper as an example.

Yes, if we put some paper in public restrooms, it may be stolen. So, if we do not put any paper, we will not lose any money, but, it makes life unconvenient.

On the other hand, if we put some paper in the restrooms, it may be stolen,but, at least part of the paper can be used by the public. Gradually, as people become better, and richer, nobody will take the paper anymore. Anyway, if you do, some people will feel convenient, while some will steal.

If we want to make life convenient, we have to put toilet paper in the restrooms, and stand the loss of stealth.

yr words r really convincing, but in chira the reality is there a many many many poor people enduring starvation, and there r lot lot lot of people little educated. we all know the public telephones ,now how many can be used just in a street?  the reality is not just about laws or social morality,        dream is single-aspect, but change is multi-aspect
