[求助] 这是修回的意思么？

第一次投SCI文章被拒三次后，第四次投稿Pediatric Research两个半月后编辑回信如下：
Thank you for submitting your manuscript to Pediatric Research. It has been reviewed carefully by the reviewers and by the editors. While the reviewers expressed interest in these data, several questions need to be addressed before this manuscript can be considered for publication. We anticipate that you will be able to address the criticisms of the reviewers in a satisfactory manner. A final decision will be based on your response to the enclosed suggestions and criticisms.
里面并没有出现文章小修或大修的字眼，而且紧接着下面只有一个审稿人的3条修改意见，和十条文章格式修改意见，最后说 The revision of your manuscript should be submitted within the next two months to avoid being considered as a new submission.
这是修回的意思么？还是修改后要再重新审稿再审两个月？
实在是很纠结，希望各位能帮我分析下！！谢谢！！
