论文版面费，可以和出版社讲价吗？

最近有一个文章录用，收费期刊，1200美元，感觉有点贵，所剩基金不多，听其他老师说一些收费期刊可以讲价钱（甚至有发邮件说发展中国家没钱，一分钱也没收的），请教牛人，可以讲价吗？以前是800美元的。期刊为 Journal of Applied Mathematics |

已经询问，没讲下来，出版社回复：Thank you for your email. I would like to clarify that the Journal of Applied Mathematics is an Open Access journal. That is to say that the article processing charges replace subscription charges and allow the publishers to give the full-text of the published material away for free to all interested online visitors to read, download, print and distribute the published articles without the need for subscription fees enabling far greater distribution of an author's work than the traditional subscription-based publishing model. In view of this, we depend mainly on the Article Processing Charges in running the journal and hence we will not be able to reduce the charges of USD 1200 assigned to the article 。。。。。. |

貌似可以写哭穷信申请减免版面费，类似于这样的： Dear Editor, As I am still a graduate student, there is no budget for publication charge in our research, I cannot afford to pay the * pages, so that I would like to request the possibility for the waiver.
