[求助] 十万火急：OFFER 和INVITATION是一回事么？求鉴定！

本人已经成功申请到了2012年CSC的西部合作计划，预计于2013年8月赴美作为期一年的访问学者。

目前正处在邀请函和DS2019表的申请中。昨天对方秘书给我发了一个邮件——

题目是：Visiting Scholar Offer Letter

具体内容是：

Dear XX XXX,

I am pleased to offer you the position of Visiting Scholar with the Center for XXX Studies in the College of Arts and Sciences at XXXX University. This is a temporary, full-time position beginning on August 1, 2013 and ending on August 1, 2014. During this time your research will be focused in the area of XX XXXX.

This invitation does not include funding for your salary. However, we will provide you with access to the University library.

U.S. federal regulations require you to have medical insurance coverage for yourself and any dependent J-2 family members who accompany you to the U.S. All scholars at XXX University must purchase either the XXX (大学名）Faculty and Staff Health Insurance or the XXX (大学名）Scholar Insurance Plan (Gallagher Koster) as a condition of participation in the XXX (大学名）J-1 program.

The position offered is an unclassified position, not subject to the provisions of section 124.34 of the Ohio Revised Code. Accordingly your employment is at-will, and may be ended at any time by either you or the university. XXX (大学名） Office of Human Resources website http:// XXXXXXXX  regarding benefit programs, employment policies, and state and federal laws governing your employment. The rules, regulations, and policies of XXX (大学名）, as well as applicable state and federal law govern your employment. Please familiarize yourself with these. Upon receipt of your signed offer letter a representative of the College of Arts and Sciences Business Services Center (BSC) will contact you.  The BSC representative will provide you with all required new hire forms.  This offer is contingent upon completion of all required new hire forms, which include:

1. I-9 Form: XXX (大学名）  is required by federal law to verify the identity and work authorization of all new employees. Accordingly, this offer is contingent upon verification of identity and eligibility to be employed in the United States.

2. Ethics Law Acknowledgement Form: XXXX(美国州名） State faculty and staff are covered by the XXXX(美国州名） Ethics Law for public officials and state employees, and accordingly must receive and acknowledge a copy of this legislation.

3. State Fraud Reporting Form: XXXX(美国州名）Revised Code XX XXXX requires the university to make all faculty and staff aware of the Auditor of State’s new fraud reporting system established by this statute, and accordingly you must receive and acknowledge a copy of this legislation.

In addition, this offer is contingent on the university’s verification of credentials and other information required by law, university policies, and/or unit policies, including but not limited to a criminal background check.  After returning your signed offer letter, you will receive an email message requesting information required to initiate the background check process.  If you do not receive this email within 3 business days, please contact your department’s human resource professional.

You may indicate acceptance of this position by signing below and returning a signed copy of this letter to me at the above address. 看得出，这是以接受单位的名义给我出具的OFFER，我的疑问是：

这封信就是所谓的邀请函么？

如果是，请问有没有不妥的地方，比如貌似太长、比如没有我的出生日期，比如落款、签字处是接收机构的秘书？或者还有其他我没看出来的问题？

这封信在CSC审查的时候能通过么？签证的时候有效么？

如果这封信不能作为邀请函，那我是不是还得联系外导，由外导出具邀请函？

麻烦有经验的虫子帮我看看，谢谢！
