I had read same story but with the different scene. It is said a retired policeman worked as a secruity and there is a worker was a theft who was captured by this policeman before and just came back from jail. And the policemen knew theft  will steal something, and everyday the theft always takes a wheel cart with a bad of cement and some sand. The policemen checks the wheel cart every day. Nothing was found. The policemen is confused. After some years later, both of them resigned, and the theft told the truth to the policemen that he took the cart and cement everyday!
