如何稳妥高效做好征地和移民安置工作？
海南国际旅游岛建设上升为国家战略后，海南经济社会发展的步伐不断加快，越来越多的国家级和省级重点项目在海南投资开发，与此同时，征地和移民安置工作成了一项非常重要的任务，在实际操作过程中，一部分群众的切身利益可能会因此受到损害，甚至在一些地方出现“钉子户”现象和“强拆”现象，给社会和谐稳定造成了一定的影响。那么如何更好地做好征地移民和安置工作呢？现结合我所在工作岗位的实际谈一下本人的观点和看法。
红岭水利枢纽工程是海南省重点水利建设项目，主坝区位于中平镇境内，做好我镇境内项目征地移民安置工作，确保红岭水利枢纽工程顺利施工是我镇的主要任务之一。在任务执行和工作开展过程中，为了稳妥、高效的完成征地和移民安置任务，镇政府特别注重采取以下几个方面的措施：
第一，“群众利益无小事”，而征地和移民安置工作涉及群众的切身利益，如何保护群众的合法权益是确保征地和移民安置工作顺利开展的关键；
第二，加强与群众沟通，及时从源头化解矛盾。重视并及时发现矛盾的苗头，通过多想办法、采取有效措施使矛盾得到及时化解。特别要注重把握一个工作原则——“无论是什么时候、什么情况，都不能让群众和政府走向对立面”。
第三，在征地和移民安置过程中，被征地群众经常会提出一些工程项目内无法解决的问题或一些不符合政策规定的要求，对此，我镇结合实际情况，通过“因利诱导”的方式教育和引导群众，做好解释引导工作，从而有效化解了难题。
第四，要关心和安抚移民群众。移民村庄群众为响应国家重点项目建设号召，牺牲个人利益，为国家的贡献是巨大的。因此，关心群众生活、安抚群众情绪，取得移民群众的支持，对顺利开展征地和移民安置工作至关重要。
综上，在征地和移民安置工作中，把握好以上几个方面至关重要，在工作有效推进的同时进一步营造了和谐稳定的社会环境，为更好地服务海南国际旅游岛建设提供了重要保障。
