随着铁路基建市场从“中铁”垄断型走向开放型，现行铁路建设项目均采用招标投标方式，工程量清单计价模式下的招投标已经被广泛使用。招标预算是招标的重要内容，本文重点完成了铁路工程项目招标预算的编制。 首先，在我国现阶段铁路建设颓废的背景下，业主在对铁路项目进行招标时，招标预算对招标结果影响很大，提出做好招标预算编制工作的重要性。然后对招标基本流程做了比较详细的阐述说明。在了解了整个招标预算程序以后，本文结合具体案例（东北东部铁路路基的报价），对该路基进行了招标预算编制，包括路基整体施工组织设计和报价相关计算表格。最后提出现在业主在进行招标预算编制的过程中要多关注国家相关政策，多学习施工中新工艺、新技术，提高相关的技能和专业知识。 本文对业主今后的招标预算编制具有一定的理论实践指导意义。 关键词：工程量清单计价 招标预算 铁路路基 |
