The paper deals with ********************. The emphasis is on*****************. Consequently, the work is somewhat tangential to the present scope of the Journal and would be misplaced in it. It is thus preferable that I return the paper to you with the suggestion that you submit it to a more appropriate venue perhaps one dealing with sound and vibration or acoustics where it should receive much more interest and a more appropriate audience.
