投的IEEE SPL被拒了,1/2审稿人stronly suggest重投,是客套,还是真的该重投?

总共两个审稿人 第一个: I believe the paper contains relevant results but it needs a great deal of revision work, which cannot be accommodated by an AQ decision. In signal processing letters, there is not the possibility of "major revision" and therefore I have no choice but to recommend rejection of the manuscript. However, I strongly suggest the authors to revise and re-submit the paper. Detailed comments: 1) First of all, the clarity of the paper and the English usage need a significant improvement. 2) In Section I, the authors may want to cite a couple of papers, namely: - Stoica, P.; Nehorai Arye; , "******," Acoustics, Speech and Signal ..... *** 总共给了14条建议, 给的意见很详细,甚至连公式的小错误都看到了,很是感谢这个审稿人 第二个:感觉没仔细看我的论文,nnd To the best of my knowledge, the proposed method is new. However, I think that the proposed method has major disadvantages compared to existing techniques, and I doubt that there are any significant advantages.
