reject and resubmit 已有13人参与

最近投了一篇稿子，major revise以后reject and resubmit，并且还要求在一定的日期之前resubmit，请问这种情况是否还有希望？ Dear Dr. **: Your paper *** has been carefully reviewed by the ** review panel and found to be unacceptable in its present form.
