Such separation between strictly school-like and market-like management was later used to demonstrate the relationship of management to business principles. It also represented the separation between school management as already created by public schools and labeled as traditional and management in charter school that was focus on performance and often labeled market-driven. As charter schools grew in popularity, management companies that were responsible for allocating funds and providing all required services searched for ways to improve public education at the local charter level. In the early 2000s, school management companies were organizing in more formal structures. Archer (2004) described the early efforts to create the National Council of Education Providers, which would focus on providing legal support to school management companies and charter schools. |
