Car will become more popular in the future. With the increase of the car test fee, it's a trend to own a car licence as quick as possible. One of my undergraduates is preparing for it. It's a time-consumeing event to prepare for car test. Therefore, it's a good choice for him to do it in such a free period.

As I known, the car test abroad is more difficult/ strict  than that at home.
This is the reason why car accident rate in China is very high.
So, the driving ability is more important than owning a car licence. Don't make you be a car killer,.

Your are right. It is more important to become a skilled driver than only to get a car license. So every driver has to learn some rules and laws concerning driving on road.
