The paper doesn't meet basic criteria for journal publication. Its size (5 pages only), references list (5 references), style (e.g. see conclusions) and finally contribution per se suggest me putting the paper into conference category rather than to this journal. There can be an option the contribution is outstanding (to be judged by reviewers), but then the paper should be submitted to a journal like IEEE Communications Letters.（这可是我们这个领域比较顶级的杂志）。
