Shanghai is already the economy centre of China, there are so many sight seeing places and the unrealistically high land price in Shanghai add up to the cost for building Disney. For balance the economy development of China, so I think it should be built inland. But other cities can't afford the huge fund and attract so many investment which is really the fact.
