Two of the three referees identify major presentation problems, to the point at which it is not really possible to verify whether what the paper is doing makes sense. Also, the work appears poorly motivated. Even the third (favourable) referee identifies areas which are not completely clear.
This paper might contain publishable material; however, there are major problems with the current formulation.
