u r right. i agree with you!
and in the modern  doctor sys, accountability system should be perfected in the law level.
The hard way is not the expensive price or bribery but unperfect accountability SYS that the  bad can use for their interest!
The hard way is that things have had happened but government keeo its one of their eyes close!!!!
