forewords: for job sake, i need to fully understand the words. however, i can just get a general  ideas for lack of reading skills .so can any of u help me?       

According to local administration of work safety’s requirement, the safety assessment of major hazard installations identified for dangerous chemicals shall be conducted by a qualified institution which issue a “Major safety hazards assessment report”. If the existing safety assessment report for the whole facility, includes the contents of major hazard installations for dangerous chemicals, the existing safety assessment report may substitute the safety assessment report of major hazard installations. The control and supervision of major hazard of installations for dangerous chemicals shall meet to requirement of administration of work safety.

根据当地政府安全生产的要求,关于生产危险化学品的主要装置的鉴定应该按照资格机构制定的“安全性方面的危害评估报告”。如果现有的安全评估报告是关于整个设备的，其中包括生产危险化学品的主要装置，那么现有的安全评估报告可以代替那个关于主要装置的安全评估。主要危险装置的控制和管理应符合管理机关工作安全要求。

仅仅是我自己理解的，因为对此专业不了解，仅供参考~~

按照当地政府安全部门的相关规定，一些被划定为危险化学品的反应装置安装是要由具备Major safety hazards assessment report资格认证的专门人员管理。如果现有的评估报告是针对所有设备的，包括主要危险化学品的装置目录，则现有安全评估报告可以取代主要危险装置安全报告。一些主要危险化学品装置的管理和监控必须符合政府安全管理要求。

不太确定是不是这样子！
