一篇稿件三个审稿人，结果是minor revision。其中第三个审稿人意见就几句话：
The paper reports on a detailed study of XX. The system has been previously studied but the focus of this work is on XX. The work marginal meets the requirement for publication since the importance of this phenomenological study on any useful property is not addressed. This could improve the quality of the work.
其中第三句话（粗体）我读了好几遍，始终弄不懂意思，前半部分似乎是肯定，后半部分又似乎否定，跪求高人指点到底是虾米意思，这句话？
我怀疑是否审稿人把“since”写错了，应该是“but”更合适一些？
