foreign language includes a lots of kinds,for example ,japanese ,french and so on,in breif ,english is one of them ,english is one of  the official language in the world,it plays a vital  role in communication with the  non-english country .in a word,english belongs to foreign language~it is my view,thankyou

"waiyu"is unlimited ,it   includes a lot of information but" SE"is the limited for pepole,this is the clearner diffirence between them.

The topic is not making any sense. "Waiyu" means foreign languages, and "speaking English" means you are using the verbal form of English. That's the difference between "waiyu" and "speaking English". Moreover, "waiyu" is a noun for language, and "speaking English" is a skill, isn't it.
