The Fourth ISCRAM-CHINA Conference on Information Systems for Crisis Response and Management September 10 -12, 2010 Harbin Engineering University, Harbin, China CALL FOR PAPERS The Fourth International China Conference on Information Systems for Crisis Response and Management (ISCRAM-CHINA 2010) will be held during September 10-12, 2010. The language of the conference is English. Papers are invited that deal with any aspect of the design, development, deployment, operation, or evaluation of information systems for disaster management and crisis management. Authors should focus on the tools, functionality, and/or interfaces that are being or should be provided to human users involved with crisis response and management. Contributions are invited that cover crisis management in any phase, intersection of phases, and/or integration of phases of Planning, Training, Mitigation, Detection, Alerting, Response, Recovery, and Assessment. BRIEF INTRODUCTION OF ISCRAM-CHINA The ISCRAM Association is an internationally active and growing group of researchers, scholars, teachers, students, practitioners and policy makers actively involved in the topic of Information Systems for Crisis Response and Management. As a branch of ISCRAM, ISCRAM-CHINA was established in 2006. In addition to an annual ISCRAM conference alternating between Europe and the USA since 2004, the ISCRAM community also organizes annually an International Conference in China which is ISCRAM-CHINA Conference. The ISCRAM-CHINA Conference aims to provide an outstanding opportunity for researchers, practitioners and policy makers in China and Asia to address and discuss new trends and challenges in the area of Information Systems for Crisis Response and Management. CONFERENCE TOPICS The indicative topics of interest will at least cover all kinds of Crisis or Emergency events. We prefer Natural Disaster, Accidents, Public Security, Group Events, etc more than others. The submissions should contain methodologies and technologies related to solving the problems existing in the aboveCrisis or Emergency events. The following themes and topics are for reference: Hot Problems about Information System for Crisis and Disaster · Information Management for Crisis and Disaster · Strategy and Implementation about Reconstruction after Disaster · Decision-making Modeling in Crisis and Disaster Management · Psychological factors in Emergency Information System for Crisis and Disaster User Requirements · Organizational and legal aspects of emergency response · Coordination among agencies and public · Best practices examples of possible information system solutions · Design requirements for disaster response information systems · International initiatives for disaster management Monitoring and Processing · Data acquisition by space-borne, aerial, and terrestrial remote sensing · Sensor networks and geospatial sensor web · Multi-platform and multi-sensor data integration solutions · 3D data processing techniques · 3D feature extraction and reconstruction algorithms Geographic Information Systems · Spatiotemporal GIS and other data models relative to disaster management · Geospatial semantic and ontology · Standardization developments · Spatial algorithms for crisis management · Geospatial visualization and geo-visual analytics in crisis management System & Software Development · Light and flexible approaches to integration · Service composition, development and discovery · Adaptive process management · Security and privacy · Intelligent agents and multi-agent systems Human Computer Interaction · Emotions in Interaction · User interface design issues · Cognitive resources in stressful situations · Trust in adaptive interactive systems · Modeling of group behaviour Training & Simulation · Games for crisis situations · Training human improvisation · Simulation tools for crisis situations · Computer mediated collaboration · Team work and cultural differences Systems & Organization · High reliability organizations · E-participation in emergency planning · Crisis communication and virtual communities · Study of fault tolerance and robustness in incident management · Emergent organizational structures New Concepts or Ideas PAPER SUBMISSION Prospective authors must submit papers by September 1, 2009 to http://www.conftool.com/iscram-china-2010/. All papers will be evaluated and selected by the International Scientific Committee. PROCEEDINGS The Conference will produce “ISCRAM-CHINA Conference on Information Systems for Crisis Response and Management” Proceedings published by Harbin Engineering University Press. The proceedings will be indexed by ISTP and EI IMPORTANT DEADLINES Paper Submission: March 31, 2010 Notification of Paper Acceptance: May 10, 2010 Final Paper and Presentation Submission: June 1, 2010 Early Registration Deadline: June 10, 2010 The Conference registration fee is USD $300.
