有关国产开源（OA）SCI期刊版面费的讨论已有7人参与

本人近期在投文章过程中偶然发现一个怪异的现象：部分国产开源期刊，在其英文网站（如爱思唯尔）的Open acess中通常描述期刊属于OA，但是出版费由杂志或其所属单位出，但在其中文网站投稿指南中又说明文章录用后需要支付版面费，或者在录用后通知支付版面费。举例如下： 1. Petroleum Science （1）英文网站Open access描述如下： https://www.keaipublishing.com/e ... ide-for-authors/#13 This journal is a peer reviewed, subsidized open access journal where China University of Petroleum (Beijing) pays for the publishing costs incurred by the journal. Authors do not have to pay any Article Processing Charge or Open Access Publication Fee. Peer review under the responsibility of China University of Petroleum (Beijing). （2）中文网站投稿须知描述如下： https://www.cup.edu.cn/petroleumscience/tgxz/index.htm 论文出版后，按规定收取版面费，并向作者赠送当期期刊1本。版面费标准：论文出版页数≤8，7800元；9≤论文出版页数≤12，9800元；论文出版页数超过12页，每多1页，增加1000元，最多20000元。 2. Rare Metals （1）英文网站出版选项描述如下： Publishing options Rare Metals is a hybrid open access journal. Once the article is accepted for publication, authors will have the option to choose how their article is published: Traditional publishing model – published articles are made available to institutions and individuals who subscribe to Rare Metals or who pay to read specific articles. Open Access – when an article is accepted for publication, the author/s or funder/s pay an Article Processing Charge (APC). The final version of the published article is then free to read for everyone. Authors may need to take specific actions to achieve compliance with funder and institutional open access mandates. If your research is supported by a funder that requires immediate open access (e.g. according to Plan S principles) then you should select the gold OA route, and we will direct you to the compliant route where possible. For authors selecting the subscription publication route, the journal's standard licensing terms will need to be accepted, including self-archiving policies. Those licensing terms will supersede any other terms that the author or any third party may assert apply to any version of the manuscript. Fees and Funding Article-processing charges (APC) Authors who choose to publish open access in Rare Metals are required to pay an article-processing charge. The APC for all published articles is as follows, subject to VAT or local taxes where applicable: £1990.00/$2890.00/�2290.00 Visit our open access support portal for further information. Authors can also choose to publish under the traditional publishing model (no APC charges apply); both options will be offered after the paper has been accepted. 上述两个例子，均是在其英文网站费用说明不用支付出版费用，但是在中文网站或者录用后有需要版面费。所以，这就令人很困惑。 （1）传统出版方式的SCI，一般都不需要支付费用，为何这些期刊却还收取版面费？ （2）开源出版的SCI，一般需要支付APC，这个是共识，但是如果写明了豁免，明确说明出版相关费用由期刊出，为何却在出版后还需要支付版面费？ （3）为什么英文网站都是写的不需要费用，但是中文网站却要求支付版面费。国外作者大概率只会看英文网站，那么这个收取的费用是只针对中国人的吗？外国作者根本都查不到收费标准，如何付费，也是录用后通知他们支付人民币吗？ 不知道大家有没有遇到类似的情况，欢迎大家讨论。 |

为了吸引国外稿源，大部分国产SCI基本都是国内作者和机构。OA能增加引用数量，但大家不太愿意付这个出版费，我觉得也是期刊为了出海的一种推销方式吧，只是区别对待真的有些难看。 发自小木虫Android客户端 |
