It depends how much you can improve yourself at your current position and whether you absolutely like it. meanwhile, Hangzhou is a big city as someone has already mentioned, maybe you can get a better opportunity there. thus just have a conversation with your brother, telling him about your plan of what you want to do in the future , maybe he can recommend you to some suitable positions even you do not accept his invitation.
